e-Education : A New Dimension of Education in Globalization

Abstract

Information Technology (IT) plays an important role in various ways in today society: daily life, work and education, particularly through studying and learning. IT has been introduced in academic in libraries for more than 50 years. IT has been using in Thai education since 1940, and then it was set to be e-Education policy of the Thai Government (2012-2015). There are three special components of e-Education; CAI WBI and E-learning to drive this policy in order to encourage the Thai society becoming globalization.

There are three main objectives of the research; 1) to study background and contexts of e-Education; 2) to analyze the relation of contextual factors related to e-Education policy which concern with The Multiple Streams Model of John Kingdon (1984 and 1995); 3) to guideline for evaluation and recommendations for e-Education as a theoretical and practical.

The results showed that firstly, the problem stream – related to the transformation of the world becoming a global knowledge-based society (KBS) and knowledge-based economy (KBE). Secondly, the policy stream – in relation to earlier laws plans and policies (IT strategic plan 2010, ICT strategic plan 2020, The National Education Act 1999, and The National Economic and Social Development Plan No.9, 10 and 11). The last, the political stream - relations with interest groups that focus on IT and stakeholders who increasing awareness of using IT in Education, especially IT policy to continue the former Prime Minister Thaksin Shinawatra for the evaluation of policies both theoretical and practical.

Finally, to evaluate e-Education policy, the results suggested that it should use evaluate and provide feedback via the homepage in the website of Educational Institutes and the Ministry of Education. As well as, creative activities and competition for young people to raise awareness and simulate learning through e-Education as well as a statistical survey of the use of three components of e-Education (CAI WBI and E-learning) to be advantages of improvement and development this policy in the future.
